Advanced Render Safe Procedures (ARSP)

Purpose

This course is originated from a demand by Police Explosives technicians seeking advanced training on render safe procedures. This training is designed for Explosive Disposal Unit (EDU) Coordinators or their representatives and will focus on the use of water disrupters, mineral water bottle charges, water jet disrupters, Explosives Cutting Tape (ECT) counter charges and large vehicle disrupters.

This course is aimed at providing students with theory and practical exercises on best practices for evaluating specific targets and determining the best course of action while conducting render safe procedures (RSP) on improvised explosives devices that may have the potential for mass destruction. Students will be exposed to new tools available on the market and how to use them. At first, students will be shown how to build to a series of disruptors, and during the practical exercises will build the counter charges. Students will learn how to utilize the least amount of explosives to
disrupt IEDs.

Course Content

By the end of this course, students will be able to:

  • assemble a variety of water disrupters;
  • build explosives cutting charges as an option to render safe pipe bombs; and
  • experiment with vehicle borne IED disrupters to render safe IEDs placed inside
    of a vehicle.

Target Population

This course is open to police explosive technicians who:

  • have a full understanding of police explosives technician duties;
  • have experience related to explosives disposal duties;
  • have the ability and confidence to formulate on-site plans during
    emergency situations where disorder and confusion occur; and
  • are able to perform activities requiring manual skills and dexterity.

There is no pre-course work for this course.

Student selection criteria

Students must be Police Explosives Technicians with at least two years recent experience related to explosives. Ideally, they have taken either the "Effective Presentation" or the "Instructional Techniques" course.

Student assessment

Each student will be assessed through participation in practical exercises.
