In June 2010, I was contacted by a chemical company within the National Capital Region advising of a suspicious transaction relating to the purchase of chemicals. As the investigation proceeded, it was determined the chemicals did not consist of substances found in Schedule VI of the Controlled Drugs Substances Act (Precursor), but rather chemicals subject to the Explosive Regulations that are administered by Natural Resources Canada. In cooperation with Integrated National Security Enforcement Team and Explosives Disposal Unit, this file was concluded successfully as it was determined the subject was using the chemicals for a legitimate purpose. Later in August 2010, when taking the Canadian Police College's Clan lab course, discussions took place relating to the various dangers associated with labs, including explosions. I was able to link this file with the material taught in this course. It just goes to show you that chemicals can be illicitly used for different purposes other than manufacturing drugs.

Port Hawkesbury Detachment
Just to let you know I had a barricaded person shortly after the ICIR course. Everything went well - I was the supervisor who was called concerning this incident and attended the scene. I put the skills learned on the ICIR course to good use that night. The incident ended 23.5 hours later.

I understand that this course was the first one presented and aimed at front-line NCOs in "H" division on the RCMP side of service delivery. Although many of the procedures discussed were things that we have either heard or experienced at one time during our careers, I strongly feel that this course is instrumental. It is a practical tool for the RCMP to ensure standardization of procedures during the initial stages of critical incident management. It encourages members to use their knowledge or basic skills and migrate their knowledge into a process that facilitates the roll out of HR assets to maximize service delivery. Good job by all instructors.

I would like to thank you and the Canadian Police College for the opportunity to attend the Major Crimes Investigative Techniques Course. The course was outstanding and I believe everyone learned something. I was very impressed with the professionalism and standards of the Canadian Police College. It really shows by the worldwide distinction and foreign law enforcement that are allowed to attend. Thanks again.
